Deputy Chief Information Officer

Job Description:

In support of the Chief Information Officer (CIO), the Deputy CIO provides leadership and guidance in critical areas of technology administration at the university, including new service deployments and enhancements, resource development and allocation, and divisional measures and metrics. This operationally-focused senior level IT executive is a trusted partner with and provides direct assistance to the CIO in helping to lead the IT organization, developing strong relationships with internal and external stakeholders to drive operational effectiveness, service portfolio quality and cost efficiencies to improve the business value of IT. The incumbent may also oversee key administrative support services, financial and budget management, marketing and communications, and reporting. The Deputy CIO is a key member of the CCIT leadership team, working with other members of the leadership team to achieve identified strategic and operational objects. The Deputy CIO acts on behalf of the CIO as assigned by or in the absence of the CIO as the principal IT officer on executive decisions and executive level committees.


  • Lead operational delivery of information technologies (55% annually, Essential function):
    • Assume high-level responsibility for delivery of strategic initiatives once those initiatives have moved from the conceptual phase and into implementation and/or production.
    • Oversees resource development and allocation as needed to ensure operational effectiveness and timely delivery of services.
    • Oversee the development and implementation of best practices and standards in process, design, change management, and operational delivery of all aspects of service-oriented information technology delivery.
    • Assist the CIO in governance oversight, including project and portfolio management and service delivery management.
    • Oversees cross-institutional initiatives and executive level projects, fostering strategic partnerships in carrying out enterprise-wide technology services for the central IT organization.
  • Oversee administrative responsibilities for CCIT (35% annually, Essential function):
    • Work with the CIO and leadership team in fiscal oversight, budgeting and subsequent budget tracking / reporting.
    • Oversee business operations as needed (e.g. licensing management, vendor management)
    • Works collaboratively with various administrative offices (e.g. procurement, budget, contracts) to ensure cost efficiencies office, and budget office to ensure process and cost efficiencies.
  • Represent the Office of the CIO (10% annually, Essential function):
    • Serves on behalf of the CIO as the senior-most IT executive in the CIO's absence or as requested on executive decisions and executive level committees.

Minimum Qualifications:

  • Bachelor’s degree from an accredited four-year institution of higher education
  • Significant amount of applicable experience directly related to the duties and responsibilities specified above.
  • Moderate amount of experience in managing multiple teams and first-level managers
  • Moderate amount of continually increasing responsibility and experience managing and supervising operations and administration in an information technology organization
  • Knowledge and understanding of the current and developing strategic information technology requirements of a major research university
  • Demonstrated leadership capabilities, including operational management and strategic planning
  • Knowledge of current trends and developments in information technology
  • Demonstrated experience in a fast-paced, continually evolving environment
  • Demonstrated desire and ability to learn new procedures, software tools, and skills, with a self-motivated, proactive approach to work responsibilities
  • Demonstrable strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.

Preferred Qualifications:

  • Master’s degree from an accredited four-year institution of higher education.
  • Bachelor’s/Master’s degree in computer science, information management, or business administration.
  • Experience in supporting or leading an information technology team or unit within an institution of higher education
  • Experience leveraging new technologies to address complex business needs
  • Experience in managing applications teams, project management teams or equivalent
  • Knowledge of budget planning, financial management and resource management
  • Project management skills, including the ability to effectively deploy resources and manage multiple projects of diverse scopes in a cross-functional environment. Knowledge of waterfall and agile project management methodologies.
  • Demonstrable ability to improve operational efficiency, service delivery and information management across all lines of business and technology platforms.
