Position Title: Chief Data Officer
The Opportunity:

The Chief Data Officer (CDO) is the senior individual at Mines responsible for university wide governance and utilization of information ensuring that university data is leveraged to its maximum potential as an institutional asset. The CDO is the chief data strategist responsible for capturing, storing, and managing all necessary data; identifying when and how data can be used to support decision making within the organization; and ensuring that data governance processes are in place to enable data-based decision making. As the senior individual, the CDO directs and has influence over all tasks related to data and analytics. The individual must understand the strategy and direction of the institution in crafting a data strategy that will align with and support institutional goals. Working collaboratively across the university, the incumbent will develop a data management vision, strategy, and framework that spans a complex and broad set of  data and that supports and enables institutional decision-making. The CDO  will oversee management of the architecture, tools, and technologies to ensure the collection, organization, integration, and visualization of the appropriate data to address the analytical needs and aspirations of the academic and administrative areas of the institution. The incumbent will lead strategic planning for and maintain ongoing data management roadmap for the university. The CDO is a key member of the  Information and Technology Solutions {ITS) leadership  team, working with other members of the team to achieve identified strategic and operational objectives.

Responsibilities:

Provide leadership in creating and maintaining a strategic, comprehensive data management strategy for the institution:

  • Establish and lead both vision and strategy for information and data management and services across the institution.
  • Establish and lead an institutional approach to data governance at both the strategic and operational levels that identifies current state issues, future state needs, and priorities to proactively address those issues and needs
  • Maintain a thorough understanding of the business and data needs of operational units across the institution
  • Formulate , maintain, and implement data-related policies, work ing with other units as necessary and appropriate (e.g. Data Privacy unit).
  • Establish a Business Intelligence Center of Excellence to elevate the usability of and campus access to data, reporting capabilities, tools, and available solutions
  • Effectively communicate the value and importance of data and information as an institutional asse

Oversee the implementation of collaboratively developed data services and solutions across the Mines campus:

  • Oversee the architecture, design and implementation of data management solutions including an institutional data repository, integration of systems, access, and reporting.
  • Oversee the collection, management and quality of data.
  • Collaborate with the Director of Institutional Research to ensure a holistic and collaborative approach to data analytics.
  • Collaborate with the Director of Data Privacy and Chief Information Security Officer to ensure the confidentiality, accessibility, and integrity of data and information.
  • Manage the portfolio of projects related to data management services and solutions, including reporting.
  • Define roles and responsibilities related to reporting and analytics.
  • Collaborate extensively with Mines stakeholders to ensure institutional success in all eff orts.
  • Lead, motivate and manage the Data Management Solutions team in support of the above efforts.

Administrative responsibilities:

  • As a member of the ITS Executive Team, participate in annual strategic and operational planning efforts to ensure alignment in supporting institutional goals.  Participate in the annual budget process for ITS and develop, manage and control the annual budget for the Data Management Solutions team.
  • Organize and lead the Data Management Solutions team, defining member responsibilities and accountabilities.
  • Oversee the integration and staging of data and the development and maintenance of data repository(ies) for use throughout the organization.
Minimum Qualifications:
  • Bachelor's Degree from an accredited four-year institution of higher education in business administration, computer science, data science, information science or related field, or equivalent work experience.
  • Significant amount of applicable experience directly related to the duties and responsibilities specified above.
  • Experience in a senior-level data management role.
  • Experience leveraging new technologies to address complex business needs.
  • Experience in managing technologically-directed teams.
  • Project management abilities, including the ability to effectively deploy resources and manage multiple, divers project in a cross-functional environment.
  • Knowledge of relevant enterprise-wide data management architectures, strategies, applications, big data solutions, and tools.
  • Demonstrated experience in a fast-paced, continually evolving environment.
  • Demonstrated desire and ability to learn new procedures, software tools, and skills, with a self­ motivated, proactive approach to work responsibilities.
  • Demonstrated strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Preferred Qualifications:
  • Master's Degree from an accredited four-year institution of higher education in business administration, computer science, data science, information science or related field, or equivalent work experience.
  • Relevant certifications in data management, data analytics, or other areas relative to the responsibilities of the position.
