The Opportunity:

Associate Vice President for Infrastructure Planning, Management and
Sustainability (AVP) provides strategic leadership for the university physical planning, development, and operations of campus facilities and grounds. This includes strategic development and management of the campus through real estate acquisition, master planning, design, construction, operations, maintenance, renewal of campus facilities, deferred maintenance, utility systems, infrastructure, capital planning, space management, sustainability, creation of a safe working and learning environment, parking, fleet and transportation services. 

Reporting to the Executive Vice President and COO (EVP), the AVP will oversee the offices of Capital Planning and Design; Facilities Management; Environmental Health & Safety; Office of Design and Construction; Sustainability; Administration; Parking, Fleet and Transportation Services.  Through this oversight, the AVP will oversee the strategic development of the annual and long-term capital outlay, capital maintenance, and operational budgets; directing planning and construction design; ensuring that the culture and practices enables a diverse and inclusive environment; and perform other related duties as required. 

The AVP must have a high degree of knowledge of capital planning and it’s short- and long-term impact on the university’s financial position. The AVP will employ effective strategies when planning resources to ensure that cost efficiencies are balanced with strong service and quality levels. The AVP also leads the evaluation and management of strategic infrastructure development and financing approaches that are in the best interest of the university which includes but is not limited to public, private, partnerships.

The AVP coordinates with and presents to executive leadership, state agencies, the legislature, county, local agencies, and respective communities. 


Leadership and Management

  • Strategic assessment and planning of the campus infrastructure ensuring that the operations, physical space, sustainable initiatives, and health and safety operations enable the outcomes of the university’s strategic plan
  • As leader of the division, inspire others to contribute to achieve university-wide strategies and initiatives.
  • Create and lead a culture and climate conducive to high-impact teamwork.
  • Develop sustainable systems for growing and developing managers and individual contributors.
  • Establish effective relationships with both internal and external constituencies and serve as an effective representative of the university.
  • Directly oversee a team that drives positive results in an innovative, collaborative, effective, efficient, and high-quality manner.
  • Ensure that individuals with the appropriate mix of knowledge, skills, behaviors, and experiences are selected, and placed, with a focus on building a diverse and inclusive workplace.

Create a Safe and Secure Environment

  • Oversee the development and implement progressive strategies to workplace accident prevention which create a culture of safety and improve the health and wellbeing of campus employees and students.
  • Ensure university compliance with occupational health, safety regulations and compliance with environmental, health and safety regulations. 
  • Leadership and oversight of university emergency management plans and systems ensuring readiness in response to emergencies and hazards. 

Plan for the Development of the Campus physical infrastructure

  • Develop a clear and ambitious framework and methodology for capital project planning, including the Campus Physical Master Plan and capital development plans which support the strategic vision and direction of the university. Create and implement real estate development strategies which support planned growth.
  • Lead campus executives and key stakeholders in productive discussions of ways to optimize competing priorities and achieving maximum value.
  • Create project-specific guidelines for capital projects. Develop and implement facilities design standards to ensure the quality and consistency of project outcomes.
  • Ensure high levels of accountability and cost controls from contractors and design partners.

 Oversee Campus Construction efforts

  • Ensure that agreements with construction management and design firms are effectively negotiated following state buildings guidelines through the Office of the State Architect DPA.
  • Ensure that approaches to construction project management are highly effective, are considerate of stakeholder needs, and are consistently patterned after proven industry practices.
  • Employ rigor and accountability in overseeing project budgets to ensure that costs are controlled, scope is tightly managed, and the university’s objectives are met or exceeded.  

Ensure that Facilities Operations are both cost-effective and high quality

  • Design and implement approaches which ensure that campus operations optimize the use of energy and other utilities.
  • Develop environmental sustainability initiatives which support and expand Mines reputation as a national leader in earth, energy and the environment.
  • Implement proven approaches to facilities operations with the goal of maximizing quality while minimizing costs.
  • Develop a comprehensive, strategic, and prudent approach to deferred maintenance and preventive maintenance, ADA compliance and broader initiatives in access and wayfinding.
  • Ensure that facilities operations are proactive to stakeholder needs and processes are well understood & transparent for employees, stakeholders, the University's senior leadership, the Board of Trustees, community members, and other stakeholders.

 Oversee administration, parking, fleet and transportation services

  • Oversee the strategic direction and operation of parking, fleet management and transportation services, policies, and procedures.
  • Leads the culture and business practices of Infrastructure Planning, and Operations, including its use of technology, to foster transparency, client engagement and accountability, service excellence, and performance metrics used to define priorities.

Environmental Sustainability

  • Working with faculty, staff and students, develop plans, strategies and tactics which improve Campus sustainability and progressively manage the use of renewable and non-renewable resources.  Establish and achieve meaningful sustainability goals that showcase university commitment to Earth, Energy and Environment. Ensure that university sustainability goals and activities are visible to the campus and broader community.

Provide effective fiduciary stewardship of University resources

  • Manage an annual operating budget of over $10 million, and a five-year capital plan ranging up to $400 million.
  • Develops, coordinates and leads all Facilities operating and capital budget strategies, reports on actual to plan variances, recommends and executes approved budget recovery strategies and efficiently achieves on time financial closure following project completion and fiscal year end.

Relationship building

  • Advises the EVP on facility operations, construction, planning, sustainability, health & safety and other related matters.
  • Establishes and sustains a network of contacts with local governments and constituents and other similar agencies to facilitate the coordination of technical, compliance and regulatory matters. Serves as the liaison for the University with local, state and other governmental entities to insure that the University’s needs are properly considered and balanced with the needs of local constituents.
  • Establishes and maintains effective working relationships with members of the University community including the President, the Provost, Department Heads, Vice Presidents, Deans, and Directors.  Works effectively with senior leaders and other faculty and staff to ensure proper communication of strategic goals and implementation activities.
  • Provides regular and effective communication to the University community on the plans and progress of University projects, including convening meetings to announce plans, provide progress reports, and/or seek input from effected University areas. 

Customer Service

  • Regularly participates in assessments of operational and constituency climate effectiveness through techniques such as surveys, focus groups, campus meetings, etc.  Develops metrics to insure that the needs of the internal and external customers are being recognized and, as needed, being met.
  • Develops/oversees strategies and outcomes to drive effective and efficient customer service.
  • Other responsibilities and duties that may arise from time to time 
Minimum Qualifications:
  • Bachelor's degree in a related field such as engineering, business, construction management.
  • At least fifteen years related experience including 7+ years leadership experience.
  • Demonstrated past success in planning, developing and implementing complex strategic goals and program initiatives that require the effective management of resources over short and long-time frames.
  • A track record of success completing large capital projects.
  • Substantial experience in change management.
  • Broad knowledge of facilities management and operations, infrastructure, landscape and building construction, and design.
  • Complex budget and resource management.
  • Previous experience with and demonstrable success in: real estate development, large­scale vendor management, large contract negotiation, creation of construction and maintenance metrics, risk assessment, public/private partnerships, workplace safety & accident prevention, utility financial planning and forecasting, strategic planning, and capital financing.
  • Strong knowledge of fundamental principles of construction and maintenance operations.
  • Knowledge of Environmental Health & Safety regulations.
  • Knowledge of effective personnel administration, people management, and leadership.
  • Substantial and progressively responsible professional experience as a facilities development and operations leader of a highly complex organization, at a significant portion of which must have included supervision of human, financial and technical resources.
  • Demonstrated knowledge and ability to coordinate activities of multifaceted operations that provide support and services to a diverse constituency in a customer service centered manner.
  • Demonstrated effectiveness in negotiations with internal and external constituencies to meet the needs of the University and arrive at effective solutions.
  • Ability to work effectively and purposefully during crises and emergency response conditions.
  • Demonstrated knowledge of budgetary development and control principles relating to full scope of duties.
  • Ability to analyze, and provide recommended action on information gathered through a variety of methods (i.e. surveys, focus groups, best practices, strategic initiatives, etc.).
Preferred Qualifications:
  • Master’s degree and/or professional certification such as Professional Engineer, Licensed Architect, or LEED/LEED-AP certification.
